§ 20.4 Description of program activities. ( a ) Descriptions should clearly state the public purposes that the agency serves, and the programs that carry out those purposes. ( b ) Descriptions of the responsibilities of individuals or of administrative units common to most agencies will not be accepted for publication in the Manual.
